Such assessments may be made in any portion of the unincorporated area of Santa Rosa County and may be utilized for road paving or construction, storm water improvements, fire protection, sanitary sewer construction, potable water, canal maintenance, street lighting, fire hydrant installation, or any other purpose authorized by law.
